The Anime Tier

Welcome, one and all, to the Anime Tier. This tier is supposed to simulate a battle environment that would be found in the anime. Everything is at level 45 here (even Zweilous). My idea was to eliminate all fully evolved Pokemon and all items that influence a Pokemon's stats, as well as items and moves that inflict serious self-injury upon a Pokemon.

The use of Smogon sets or mono-attacker sets (i.e. all special attacks) is frowned upon, as these are rarely found in the anime. In addition, an attempt should be made to use mostly moves with under 100 power (with every Poke obviously entitled to one "trump card" above 100). Everything must have a mixed set in order to compete in the Anime Tier. For example:
